What is CDPAP?

The Consumer Directed Personal Assistance Program (CDPAP) is a New York State Medicaid program that allows consumers to recruit, hire, and direct their own home care workers. One of the highlights of the program is that it allows consumers to hire family members and friends to be their home health aide. The CDPAP program focuses on individuals living with chronic medical conditions or physical disabilities and have trouble with daily living activities or require skilled nursing assistance.

Who Qualifies for CDPAP?

Any person 18 years of age and older can receive services following a community health assessment and a clinical appointment completed by the New York Independent Assessor (NYIA) to determine if the consumer can participate in CDPAP.
Consumers under 18 years of age can receive services if their doctor submits a completed Physician’s Order for Services to the local social services district, which then completes the community health assessment to determine the consumers eligibility to participate in CDPAP.

CDPAP Consumer Responsibilities

Must be willing and able to make informed decisions regarding the management of the services received, or designate a relative or trusted adult able and willing to help make informed choices
Must be responsible for recruiting, hiring, training, supervising and termination caregivers
Arrange for back-up coverage when necessary
Arrange and coordinate other services
Keep payroll records
Review the plan of care with each personal home health aide outlining their responsibilities
Maintain an appropriate home environment

Providing personal care to the CDPAP consumer

Light housekeeping work around the consumers home

Provide company and companionship

Provide skilled nursing tasks under the instruction, supervision and direction of a consumer or their designated representative

Pay Varies
While pay may differ based on weekly tasks, hours worked and the city services are provided, hourly rates range from $21.09 - $27.83 and we are proud to offer some of the highest hourly rates in industry.
Overtime Pay
Overtime hours and overtime pay are available. A nurse will evaluate the level of care a consumer needs and establish your schedule. Overtime pay rates can range from $24 to $31.63 per hour.
Caregiver Wellness
Beyond being paid to care for a loved one, caregivers may also receive complimentary counseling services, access to a local caregiver support program, and enrollment in a caregiver wellness program.
